It was coined in the mid-1800’s by Thomas Love Peacock and used only once in print. I believe it refers to one who is flabbergasted, astounded, and outraged all at the same time, or that which produces such a condition. For example, “It would be ostrobogulous to suppose The Fountainheads could be in any but last place after three weeks.”.
